Proactive security has to be compared and contrasted with other related concepts: safety, continuity, reliability. The key difference between proactive security and privacy is that proactive security must take into account the actions of people attempting to cause destruction before it occurs, where privacy is an accepted personal digital right of noninterference and protection from intrusion.
